Open Letter to the Government of Luxembourg

On 5 October 2026, the Srebrenica Committee Luxembourg addressed an Open Letter to the Government of the Grand Duchy of Luxembourg and Luxembourg representatives in European and international institutions concerning recent developments affecting the Srebrenica–Potočari Memorial Center and Cemetery for the Victims of the 1995 Genocide.

The Committee expressed concern over actions involving the Memorial Center, its employees and associates, and raised questions regarding the legal and jurisdictional basis of investigative measures reportedly being undertaken by Republika Srpska institutions against a state-level institution of Bosnia and Herzegovina.

At the same time, the Committee recalled Luxembourg’s support for UN General Assembly Resolution 78/282, which established 11 July as the International Day of Reflection and Commemoration of the 1995 Genocide in Srebrenica.

The Committee calls for the protection of the Memorial Center’s independence, personnel, archives and documentation, and for the matter to receive appropriate attention through diplomatic, European and international channels.

The Open Letter does not call for anyone to be placed above the law or seek to prejudge any lawful investigation. Rather, it stresses that the rule of law must not become a means of intimidating or obstructing an institution whose mandate is to preserve the memory and evidence of the Srebrenica genocide and to document genocide denial and historical revisionism.

The Srebrenica Committee Luxembourg has therefore called on Luxembourg to seek clarification of the jurisdictional basis of the measures concerned and, where appropriate, to raise the matter with relevant European and international institutions.
